The Board made it clear that the short-term rentals (Airbnb being the best-known example) will only be able to operate in specific residential districts. Town-houses, mixed-use developments and apartments are not allowed to partake. The rentals will only be allowed to operate in districts for one-family residences (R0 through to R4). A tweet from the Henrico County Government stipulated that:
“The board amended the zoning ordinance to allow short-term rentals, such as @airbnb, in some residential districts as an accessory use to a dwelling or a conditional use. Operators must register & pay a $200 annual fee plus an 8% transient occupancy tax on the rentals.”

Operators in Glen Allen and other Henrico County cities who fail to pay the $200 fee will face a fine of up to $500. The fees are the same rates as those paid by other short-term rentals such as hotels and bed and breakfasts. The change in the ordinance also makes it clear that “unhosted” and “hosted” stays are not the same thing.
Hosted rentals do not require any special zoning allowances on the condition that:
- No more than six renters are taken in at a time
- The space being rented is a part of the main dwelling
- The plot has at least 80 feet of frontage located next to a public street
