A waterfront power plant site is slated to become a new walkable neighborhood with its own housing and recreation amenities, including parks.

City council recently approved phase one of the site redevelopment of the Potomac River Generating Station in Alexander. Purchased in 2020 by developer HRP, the site is a key component in the municipality’s plan to transform the Old Town North area into a mixed-use, walkable community.

The 19-acre power plant site, which ceased operations in 2012, is to be transformed into more than 800 housing units, 19 of which will be reserved for lower income tenants. In addition to housing, the site will also include 10 acres of dedicated to public green space. Those 10 acres will consist of waterfront park space, event lawns, sports fields, play areas, dog parks, a rail corridor park and Mount Vernon Trail upgrades.

An underground parking garage, restaurants and ground-floor retail will also be part of the redevelopment.

Public infrastructure for the project will come from a tax increment financing package totally $135 million via bonds paid over time from the site’s tax revenue, which is expected to hit more than $1 billion through the financing period.

Construction on the first phase of the project is expected to commence in 2027 and finish by 2030.
