Further development is being planned for River Terrace in Tigard to expand it from the western side of Bull Mountain.
A contract with OTAK has been approved by the Tigard City Council to work on concept plans for River Terrace West and South. River Terrace West is an urban reserve spanning 303 acres. River Terrace South is another urban reserve area that is 205 acres and is bounded on the north by the River Terrace community. These areas would eventually be annexed as part of the city.
The plan is to develop up to 3,700 units, which would be a combination of condominiums, apartments, and single-family homes. The current development consists of townhouses, two-and three-story traditional homes, and condominiums with four parks, community centers, and two swimming pools.

A senior planner with the city, Schuyler Warren, said that the concept plan can lead to the development of those areas. He said that it provides an overview of the development process with a high-level examination of the infrastructure needs which include parks and trails, roads and streets, stormwater management, and utilities.
The Art Rutkin Elementary School will also be having its groundbreaking soon in River Terrace. This school will be 51,300 square feet in area and serve 650 students.
