In a victory for Portland’s Superintendent of Schools Kimberlee Armstrong the Portland Public School Board passed by a 5-2 vote a contract with Texas-based Procedeo to oversee its construction and renovation projects.
The $61 million contract will cover the management construction of the Center for Black Student Excellence and the modernization of thee of the district’s high schools. Awarding the management of the $1.4 billion project sparked a lengthy debate before the decision was made to give the job to Grapevine, Texas company Procedeo.

Superintendent Armstrong has indicated that among her highest priorities is addressing the district’s aging infrastructure. Modernizing the city’s high schools has been a mission that has bridged several superintendents as well as a pandemic due to cost overruns, substantial delays and a significant turnover rate in the school system’s Office of School Modernization.
In addition to finishing their renovations and reopening Cleveland, Jefferson and Wells High Schools concurrently at the beginning of the school year in 2029, the district must also deal with a deferred maintenance backlog at its middle and elementary schools.
Armstrong's belief is that a single contractor for all the district’s projects will streamline the work saving time and money. Besides completing all the projects on time and on budget, she also hopes to overhaul the district’s approach to maintaining its 80 plus facilities.
