Winter snow removal plans for Rochester streets parked

Snow removal plans for the City of Rochester included alternating-side parking, however the public works department has decided to ditch those plans and are implementing a new one, all in the public interest.

It all began with an idea to make snow removal easier in three center-city neighbourhoods that suffer from urban congestion, including Eastside Pioneers, Kutky Park and Slatterly Park. Thinking they could simply implement an alternating-side parking strategy to make it easier for crews to remove heavy dumps of snow, public works did not consider every day traffic challenges such as no parking zones, loading zones and similar restrictions such as handicapped parking and parking by residential permit. That also included other road restrictions such bike lanes, transit routes, street widths and pedestrian crossings, making alternating-side parking almost impossible in the three communities.

In consultation with community leaders and Print companies and other businesses in the central Rochester area who did not want customer inconvenienced by the extra parking restrictions, the public works department is going to “start from scratch". Rather than making more rules to help city crews remove snow more efficiently, they’re just going to enforce the present rules more strictly.

For example, when a snow event is declared the 12-hour parking limit on city streets will be watched more closely and not just by police. Public works employees now have the power to write parking tickets. This authority is only granted during snow events by the authority given by a court order.

Parking violators during snow events will receive a ticket for $22.
