Officials of Franklin's Public Works Department recently recommended a change to the city's recycling program—they would like to replace the blue Bags currently in use with carts.
Mart Hilty, who is the Public Works' assistant city commissioner in Franklin, says that the blue Bags, which have been in use for almost nine years, have begun to pose problems, and their use is not sustainable. At a work session for the mayor and aldermen of Franklin, Hilty and Jack Tucker, who is the Sanitation and Environmental Services director, explained the difficulties with the Bags.
The Bags are processed by a recycler in the county who has trouble managing them, because they jam the equipment used at the facility, which results in the machinery shutting down for extended periods. In addition, handling the Bags has resulted in 38 employees being injured during the 2013-2017 period. Hilty believes that using automatic recycling will reduce the rate of injury dramatically.
City officials would like to curb the use of blue Bags this December, and start using carts as of January 2020. The carts would be rolled to the curb by residents the same way they currently set out their solid waste. The recycling cart would be smaller than the waste cart, holding 64 gallons as opposed to 96 gallons. Officials considering measures like this can use flyer printing to inform residents of the upcoming changes.
