What was once a landfill on Hudson Street in Marlborough could become the home for a solar array.
David Doucette, a City Councilor, said that the Councilors have created a zoning overlay district for the property, which spans 35 acres, so that a ground-mounted solar facility can be constructed on the site. There will be two parcels in the overlay district, one of which will be 11 acres and the other 24 acres. The Recreation Department has had custody and care of the 11-acre parcel and will need to sign off on the use of that land.
It is hoped that a solar facility and fields can be implemented on the land. The next step is for the city to create a request for proposals so that developers can submit bids to lease the land and build the solar arrays. Print shops are often hired for such efforts so that such printed request for proposals can be sent out to interested developers.
There are community incentives that have been created by the Commonwealth through the State Solar Massachusetts Renewable Energy Target develop solar arrays from old landfills. There is a possibility that Marlborough can receive a one-time payment of up to $10m from a developer to build a solar array. In addition, the low-income population of the city could see a reduction of two cents an hour on their electric bills with the construction of a solar project.
