Southern Dallas I-35 deck park on track to open this spring

Under construction since 2017, Halperin Park’s Phase One is set to conclude in late spring and become open to the public while the second phase is being completed.

Halperin Park is an enormous deck park covering five acres and spanning Interstate 35E. It was funded by the North Central Texas Council of Governments and the private Halperin Foundation, which gained naming rights with a $23m donation to the project in 2024. Constructed by the Texas Department of Transportation the deck project was developed by the Southern Gateway Public Green Foundation.

The completion of Phase One in spring was enabled by the approval of $8m by Dallas City Council earlier this year. In the next five years, the project is expected to generate $1 billion in economic impact, per a UNT Dallas study.

Included in Phase One will be the Ewing Avenue to Lancaster Avenue section with an amphitheater, pavilion, interactive fountains, playground area, and a second level containing a large event room for special events and dining overlooking the Dallas Zoo. Phase Two will see the addition of the park section going toward Marsalis Avenue that includes another pavilion and additional gathering space.

In the 1960s when I-35 was constructed in Oak Cliff, the neighborhood became somewhat segregated and income inequality became a concern. According to developers, Halperin Park looks to reintegrate Oak Cliff’s west side.
