Newburyport appoints new head of public services

Kimberly D. Turner has been appointed as the next Director of the Department of Public Services of the city of Newburyport.

Such appointments often call for business card printing services.

In this position Turner will oversee the water and sewer operations, public works, facilities, infrastructure, parks, and other essential services of the city. Her appointment reflects the continued commitment of the city to long-term planning, operational excellence, and strong leadership.

Turner has more than 20 years of experience in landscape architecture, project management, and planning focused on the community. She has served as interim director since December 2025.

Turner became the Manager of Special Projects for the city in 2022. In this role, she was central to advancing many of the most significant initiatives of the city, including the traffic calming project for Plummer Avenue, the Lower Atkinson safety project, and the Ad Hoc Committee on Water Infrastructure Prioritization. Since then, she has played an important part in every major project in the city and has worked closely with stakeholders, residents, and departments to deliver effective, sustainable, and thoughtful outcomes.

Prior to working for the city, Turner founded KDTurner Design, which provided comprehensive landscape architectural services for commercial and residential projects. She has also been a Landscape Architectural Consultant to the Weston Planning Board, where she advised the town on site planning for complex developments, and on sustainability.
