Andover looks to make major capital enhancements

The $50.7m Capital Improvement Program for fiscal year 2027 developed by Andrew Flanagin, Town Manager of Andover, has been accepted by the town’s Select Board.

This program includes replacement of vehicles, major upgrades to facilities, sewer and water projects, and the first half of an expansion of sidewalks that will cost $10m.

The plan for fiscal year 2027 funds $3.2m for maintenance of school and town buildings, and $5.8m for replacement vehicles, updates to information technology, purchase for recycling toters. A sum of $2.2m will also go towards a new Ladder 1 fire truck.

Some significant projects would be supported by borrowing. These include $5m towards the goal of expanding sidewalks and $4m for the next phase of the Chandler Road recreation project. Also proposed are investments in playgrounds and parks, the Public Safety Center parking lot, Old Town Hall, and improvements to the schools at South School, Doherty, and West Middle.

Work on sewers and water represents more than half of the total of the program, with $12m to accelerate the replacement of water mains, improvements to the ozone system of the water treatment plant, upgrades at the Wood Hill pump station, and replacements of sewer pump stations.

Flanagan said that extensive construction work in town is planned for the summer. Local Print shops often assist in spreading the word about such planned work to the community using Flyers and other printed materials.
