The state of Iowa has given the city of Davenport a grant of $100,000 for the redevelopment of Raphael’s Emporium on Harrison Street.
The building dates to 1883 and is a historic building in the Hilltop Campus Village. The building, which is now vacant, will be stabilized and restored for new residential and commercial space. The first phase will focus on the first floor and is expected to cost $700,000. The second phase will focus on accessory buildings on the site and apartments on the second floor.
A multitenant hair salon with up to 10 suites and potential shared space for a coffee and energy drink store or a boutique sandwich shop will anchor Raphael’s Emporium. Additional work to be done will include weatherproofing, masonry repairs, and restoration of the façade. The work will also include restoration of historic architectural elements including windows, columns, and doors.
Such sites frequently use banner printing to keep residents informed about local projects and the benefits they bring to the community.
Economic Development Manager, Susanne Knutsen, said that the city has applied for this grant to create a new destination in this historic neighborhood and to support the growth of small businesses.
The Davenport City Council still needs to accept the grant award in addition to a forgivable loan of $40,000 from the Community Growth Fund of the city to support this effort of redevelopment.
