Renovated apartments reopen on Bankers Hill

Westminster Manor has been reopened after a renovation and acquisition costing $55.2m.

Bankers Hill, a well-established San Diego neighborhood boasting a great view of the bay, is home to the manor, which offers an affordable housing property for seniors.

The renovation was done by Westminster Manor LLC, which is a joint venture between Chelsea Investment Corp., based in Carlsbad, and Westminster Manor, which is part of San Diego Inc. Officials noted the renovation was the first in 44 years for the property, which was built in 1972.

State bonds for multifamily housing, in the amount of $27.3m, were authorized by the Housing Commission. The bonds will cover about 49% of the total cost of acquiring and renovating Westminster Manor.

Improvements to the 16-story high rise, which stands at 1730 Third Avenue, include an enlarged community room, a library equipped with computers and access to Wifi, new floors and windows, upgraded showers, and upgraded kitchens. The renovation, which accounted for $13.2m of the total, was begun in 2014. During the upgrade and renovation, residents were temporarily housed in hotels in the area.

Housing commission officials, along with the management of the Manor, might like to work with a flyer printing company to devise a mailer about the renovations, and make it available to agencies that work with area seniors.
