The city of Chula Vista, a San Diego suburb, is working on plans to build a four-year university.
In order to firm up the project, the city has asked U3 Advisors, a consulting firm, to make recommendations about a parcel of land, comprising 375 acres, that is to be set aside for the institution.
U3's primary recommendation, which is perhaps not surprising since Chula Vista is on the U.S. border with Mexico, is that the city's most effective course is to create a binational partnership between a Mexican institution and a U.S. institution. This would enable the partners to build a bilingual and bicultural university.
Mary Casillas Salas, the mayor of Chula Vista, said she hoped the recommendation would engender a specific plan for the university by the end of the current year. The city has been working on the project for years, and signed a number of deals to set up the site for the campus.
Salas says Chula Vista will start by inviting an already-existing university to establish a satellite campus there, and may ask the same of a Mexican university. Salas's first priority is ensuring the new university will prepare students for the jobs that will arise in and around San Diego and Chula Vista.
