The point of this swap is to increase the availability of municipal water services to smaller areas in Rochester.
If the plan for the land swap falls through, the two municipalities are considering other alternatives. One option is for Waterford to serve municipal water to a small section of Rochester located just north of Burlington. Waterford would also like to gain access to Highway 20 with a local road that goes from Sharon Lane.
The idea of a land swap was first discussed in an August meeting for Rochester’s Village Board. The members of the board stressed the point that at this time, nothing is set in stone. All discussions are preliminary at best.
According to Village Administrator-Treasurer Betty Novy, there are many issues that need to be taken care of first. She sent out a memo that stated:
“In order to adjust boundaries in a way that provides for orderly extension of roads and infrastructure to serve adjacent properties, also in Rochester, that would be landlocked behind the development, the proposed boundary adjustment between Rochester and Waterford was expanded.”
