Commission to create city districts to be formed
The formation of four distinct geographic voting districts to replace Portland’s current method of citywide city council elections is to be handled by an Independent District Commission (IDC) and applications are currently being accepted.
The Commission is to be comprised of Portland residents and will be accountable for engaging Portlanders via citywide public hearings on district criteria. The commission’s 13 members will also be asked to hold a minimum of two public hearings before voting for the adoption of a district plan in all four of the proposed districts. Finally, the commission will be charged with ensuring district maps meet federal and state laws and criteria.

Independent District Commission members will be appointed by the mayor and include a diverse set of ages, races, gender, and geography. Appointees will need to be confirmed by city council and may not be appointed or elected City officials or employees.
Those interested in serving on the IDC have through December 1, 2022 to submit their application. Appointments to the commission will be confirmed before February 1. The district maps and plans are scheduled to be adopted by September 1, 2023.
