Martha Bennett resigned earlier this year from the position, after which an extensive national search was conducted by the city. Lynn Peterson, former president of the Metro Council has since served as city manager on a pro tem basis.

Maxwell has worked in Fort Collins, Colorado since 2023 and was its assistant city manager. He has also been the assistant to the city manager of Corona, California. He earned a master’s degree in public administration from Texas Tech University.

Maxwell expressed his excitement about serving the community of Lake Oswego and his honor to be selected by the City Council. He added:

“I look forward to working closely with the City Council, community members, and our City staff to build on past successes and address our future opportunities together.”

GMP Consultants, a recruitment firm, narrowed down the original 40 candidates for the position to five finalists. Panels featuring members of the community, members of the executive team, and city councilors conducted interviews of these finalists in executive sessions. Maxwell was unanimously selected from among the finalists.
