Doug Heim has been appointed to the position of Town Counsel in Andover.

Heim lives in Andover and has extensive experience in municipal law. His most recent position was as Arlington’s Town Counsel and he held that position for 10 years. This proved to be a valuable experience for him as he led a legal department in a community not dissimilar to Andover.
Town Manager Andrew Flanagan said that Heim’s wide range of experience in all aspects of municipal law is what made him such an attractive candidate. Flanagan added that his experience includes litigating in federal and state courts, managing a legal department, and working in a community with expectations and residents similar to those of Andover.
The responsibilities of the Town Counsel include being the chief legal advisor to the Town Manager, the Select Board, Town Meeting, and all departments in town. Consequently, it is a position that plays a major role in almost every function of the town.
Heim said that his positive impression of Andover as a resident led him to apply for the position once he knew it was open. He added that it is because he admires Andover as a resident that he wanted to work for the town.
