Black was found by the staff of the city to be able to implement the improvements needed in addition to his valuable expertise. The staff also commented that Black was able to ensure that operations continued smoothly while serving in the interim role, as well as helping to focus on advancing key priorities of the city including economic development, public safety, organizational alignment, and fiscal stability.
Black was thankful to the City Council for their vote and said:
“I’m also grateful that you have confidence in my ability to bestow upon me this tremendous ability. I will say that we are going to win.”
Member of the City Council, Helen-Marie Gordon, praised Black for the work he put in while he was interim city manager for a short time. She added that Black has the ability to understand what needs to be done in the city and how it can be presented to the community. She firmly believes that Black wants to see Vallejo be successful and thrive.
Black’s permanent appointment follows the departure of Andrew Murray, the former city manager who served in the role since May 2024. Black has a contract with the city for 60 months and will serve alongside Nalungo Conley as assistant city manager.
