Stockton hires new city manager

Harry E. Black will need to update his Business Cards, as he has become the new city manager of Stockton. Black most recently served as Cincinnati’s city manager.

Black said he will be fully committed to the city. He has promised to be honest, ethical, and
engaged in the community. He plans to work hard for the citizens of the city and work closely with the council, mayor, and the staff to ensure a positive future for the city.

Michael Tubbs, mayor of Stockton, said that Black was the best candidate of the four finalists for the position. He added that Black has experience running a city as complex as Stockton, has a strong background in finance, and is willing to innovate. He expressed his pleasure in being able to work together with Black to ensure that Stockton reaches its true potential.

Black was born in Jersey City, New Jersey and grew up in Baltimore. He has a master’s degree in public administration from the University of Virginia and has worked in both the public and private sectors in leadership roles. Before moving to Cincinnati, he was the finance director for the city of Baltimore. He expressed that his passion is public service and he enjoys working with communities to innovate and establish best practices.

Black will be starting his position next month.
