Stockton awarded funds for pilot housing program

The “Prohousing Designation” has been awarded to the city of Stockton from the California Department of Housing and Community Development (HCD). HCD has given the city $2.37m to fund a Prohousing Incentive Pilot Program.

To earn the Prohousing Designation, counties and cities need to demonstrate that they are promoting housing that is equitable by enacting Prohousing policies, which include creating more affordable homes, streamlining the development of multifamily housing, and altering community zoning codes to increase development near transit and jobs. News about receiving such funds and their benefits can be disseminated throughout a city with the use of flyer printing.

The actions of the city identified by HCD as policies to increase housing in the city included streamlining project reviews; implementing the Citywide Affordable Housing Development Fee Exemption Program, which enables the development of affordable housing by reducing its financial burden; a 100% density bonus that exceeds the standards of the state; and allowing duplexes to be built in zones for single-family residences.

The funding for the Prohousing Incentive Pilot Program will be used for a Developer Training Academy; acquiring and rehabilitating housing for people without homes; and launching an Accessory Dwelling Unit Navigator.

Mayor Kevin Lincoln described it as a “tremendous honor” to receive this award as it recognizes the progress made in the city with strategic policies, planning, and action to increase the availability of housing.
