Some cities in Orange County ensure that there is enough affordable housing by mandating that developers implement policies for affordable housing. These inclusionary housing policies, as they are known, force property developers to take low-income housing into account when they make their proposals. Sometimes, policies give developers the option of paying a fee to the city rather than having to build the affordable houses themselves.
Mandatory inclusion policies could be introduced in Fullerton in the near future. The city council recently voted in favor of directing its staff to return with reports on how inclusion policies have been implemented in other cities, and whether they have been successful or not. The council is almost evenly split on whether such policies are worth pursuing. Councilman Ahmad Zahra is a proponent of inclusion policies and said:
“Let’s see if we can get together as much information as possible and then have maybe a skeleton of an ordinance put together or policy ideas, I suppose that we can maybe give direction to.”
Other councilmembers who are against such policies argue it would be wiser to provide incentives tailored to each developer's specific project.
