Encinitas seeks planning help for Rail Trail

Members of the Encinitas City Council have agreed to spend $227,500 to hire a consultant to advise them on upcoming developments, specifically the Cardiff

Rail Trail project.

According to the San Diego Union-Tribune, the city wants to work to a plan, rather than dealing with projects individually. The plan would lay out details for the project, a “rail corridor” running along the coast and cutting through three of the city’s neighborhoods. The council voted to hire WSP Parsons Brinckerhoff, a consulting firm, to devise the plan.

It is estimated that it will take Parsons anywhere from six months up to a full year to finish the plan, which includes a number of issues, including recommendations on educating people, particularly children, about being around trains, and crossing the tracks safely; to ideas on where to create “train horn quiet zones” - spots where the trains will not sound their air horns.

Councilwoman Catherine Blakespear said she was “very optimistic” about the planning effort, an opinion echoed by Councilman Mark Muir. Blakespear urged that the plan be realistic, comprising feasible measures for the corridor that were likely to be approved and implemented.
