Decision on Pacific View delayed

The Encinitas Arts, Culture and Ecology Alliance wants to revitalize the old Pacific View Elementary School, and submitted a request to the city's planning commission. The commission has declined to make a ruling, saying it needs more details about the plan.

The group would like to use the classrooms as a multipurpose venue including a museum, multipurpose auditorium, theater, library, gift shop, outdoor cafe and snack bar, and demonstration gardens. The site would allow for minor horticultural and agricultural production, with retail sales of related items. Developers of projects like this can work with Print shops to create informative materials that help in presenting ideas to others.

The renovation would be done in two phases, starting with tackling basic renovations, including improving disabled access and redoing restrooms. As the work is completed, the group would begin planning the next phase, which would include implementing all the planned programming, as well as improving the parking lot, putting up new fencing, and landscaping.

The scope of work has raised concerns from neighbors and city commissioners worried about such issues as the number of events that could be held at the new venue, the noise generated, light spill, and parking problems that might be caused by visitors to the center. The council wants further details, though all the commissioners said they liked the idea of a center devoted to ecology, culture, and the arts.
