Texas among best business start-up states in 2025

A recent list puts Texas near the top when it comes to states and business and entrepreneurship with a ranking of No. 4 on “Best & Worst States to Start a Business.”

This latest report from WalletHub shows the Lone Star State moving up from 2024’s No. 8 spot to its current No. 4 location on the list that used 25 metrics to evaluate all 50 states. This bodes well for Dallas, which is already at the top for destinations preferred by entrepreneurs looking for their next enterprise.

Factors considered for the rankings included: number of per capita startups, financing accessibility measures, job growth rates, corporate tax rates and labor costs. The three main categories in the study were “business environment”, “access to resources” and “business cost”, in which Texas ranked No. 1, No. 12 and No. 34 respectively.

The category, access to resources encompasses per capita venture investment amounts and population growth for those of working age. Texas’ lowest score came in the area of business costs, which means the state as well as the city of Dallas should strive to become more business friendly.

The three states that ahead of Texas in their overall scores were Florida, which claimed the top spot; Georgia at No. 2, and in the No. 3, spot was Utah.
