The new development will be where the Rhoads Terrae public housing apartments were located at 2770 Bethurum Avenue. The mixed-income property will be made up of two buildings and will contain 94 two-bedroom units and 270 one-bedroom units all of which are specifically designed for seniors. Over half the units will be reserved for residents earning less than half of the area median income and will be subsidized.
Housing units, particularly new ones, make ample use of banner printing services.
Included in the development will be a business center, a clubhouse with fitness facilities, library, game room and multipurpose room. Residents will also have access to a bocce ball court, pickle ball court, swimming pool and two dog parks.
A Volunteers of America subsidiary VOANS is one of the largest non-profit affordable housing owners/operators in the nations. Commenting on the Culbreath project VOANS VP Deborah Welchel stated:
“We’re not just building apartments — we’re creating a vibrant community where seniors can age with dignity and independence while remaining connected to the neighborhood they love."
The $96.7 million Culbreath development is a public/private partnership between the Dallas Housing Authority and the Volunteers of America and is expected to open in summer 2027.
