Portland plans PACC as part of larger PSU project

Portland is due to invest hundreds of millions of dollars in a downtown Portland performing arts infrastructure to be known at the Performing Arts and Culture Center (PACC), in conjunction with a larger building project.

The city of Portland will own the PACC, although it will be located on the Portland State University (PSU) campus. The 4.25-acre PSU site is currently occupied by the University Place Hotel, which will be demolished to make way for the PACC.

The PACC is anticipated to cost $385m and will feature a 3,000-seat Broadway-capable theater. As part of the same project, Portland State University (PSU) will have its own 1,200-seat theater and academic space, as well as a 150-room hotel containing a conference space and parking garage.

Cities and institutions of higher learning are always eager to promote amenities and turn to printing services for help in doing so.

Development and control of the new hotel will be in the hands of a hotel investor and an estimated $71m for that part of the project is to come from investor equity.

It is anticipated that the search for an architect and general contractor may not begin until 2026. A request for proposals will begin in 2026. Presently, the timeline calls for design to begin in 2027 with construction starting in 2028 and finishing in 2030.

The total cost for the project is estimated to be between $615m and $650m.
