Food cart pod licenses to change in new year

The latest license requirements and health and safety rules, which will become effective in January 2022, have been sent out to food cart pod operators and owners in Multnomah County.

The rules and licensing requirements apply to pod operators and owners who continuously permit two or more food carts to remain on their property in Portland and the rest of the county. All pod operators or owners must submit a license application, regardless of whether they currently operate or own a food cart pod or are planning to open one. Individual food carts are not covered by this ordinance.

Mobile unit inspectors have long had difficulty investigating violations, because it was hard to identify specifically which cars or carts were contributing to the problem. In 1917, the county brought its concerns to the Board of County Commissioners and requested the Board to require that pods are licensed and overseen.

A workgroup was founded in 2018 by Environmental Health, and in 2019 an ordinance passed that permitted the formulation of rules. The accepting of applications and enforcement was supposed to start earlier but was delayed by the pandemic response.

With rules finalized in November of last year, however, Environmental Health chose to offer the industry time to stabilize. Next month, the acceptance of applications will begin with enforcement beginning in early 2022.
