Approved in March by the Oregon Senate, the House recently voted 51-7 to pass a measure making it legal for establishment with licenses currently selling mixed drinks to-go to continue to do so after the pandemic.
During the worst period of the pandemic, Governor Kate Brown issued an executive order making to-go cocktails possible. This was done to enable restaurants to add cocktails to their takeout Menus to help them with the financial challenges of the pandemic. Now Senate Bill 317, if signed by the governor, will continue that practice indefinitely.
According to restaurant owners in Portland and elsewhere in the state, a level of stability will be provided by enabling to-go cocktails to continue to be sold. As the owner of Palomar, Ricky Gomez, explained at katu.com:
"To-go cocktails aren’t going to save our businesses as a whole, but we need every single tool that’s available to us to be able to make our margins look a little bit better, because we are operating on the smallest of margins."
The mixed drinks will need to be in sealed containers for to-go or delivery sales. Restaurant owners say that with permanent to-go cocktails being allowed, they will come up with improved Packaging options. Companies making a change in Packaging need to consider the best fit for their Logo Design.
No increase in drinking and driving offences is expected due to Bill 365, as it will be no different to purchasing beer and wine to take home.
