The City of Doral recently completed a Community Rating System (CRS) 510 Progress Report for Fiscal Year 2018, examining measures that will protect the city in the event of flooding.
The CRS discovered that all flood protection projects that were scheduled to be finished during FY2018 were in fact completed, and completed successfully. Projects that are still being planned, or are now under construction, have the necessary funding in place to finish.
Communities participating in the CRS have to develop a “Community
Floodplain Management Plan” and put it in place. Doral has listed the
benefits of such a plan, which:
• identifies future, as well as existing, flooding hazards, and their cause;
ensures a review of all mitigation measures and activities possible, so the best solutions are used;
• ensures the recommendations meet the goals of the community
regarding comprehensive planning and land use; are not in conflict with
other measures; and are coordinated, to avoid excess costs;
• ensures the criteria used to develop guidelines takes into account the hazards already present;
• educates residents about floodplains and their benefits, as well
as measures taken to reduce loss, and the hazards of living in the area;
• builds political and public support for measures that reduce
losses, prevent new problems from arising, and protect the floodplains;
• builds a constituency that wants it implemented.
Officials dealing with complex issues like this could use brochure printing to create explanatory material for residents.
