Affordable apartment complex starts with remediation

Work on a Providence low-income apartment complex, beginning with remediation of the site, has be started by Crossroads Rhode Island.

Approval for the 176-unit affordable apartment complex on Summer Street was granted in Spring 2022, after which $10m from the American Rescue Plan Act was allotted by the state of Rhode Island. Part of that money was used to drill boreholes through the pavement at 94 Summer Street to obtain soil samples, which showed contamination from the enterprises that had previously inhabited the site.

With remediation of the site winding down, Crossroads has planned a ceremonial groundbreaking in October and hopes to have financing for the project closed in November. When the actual construction starts will, according to Crossroads CEO Karen Santilli, be dependent on the weather. A repeat of last year’s mild winter could mean construction commencing in December or January. Once started, construction is anticipated to last approximately 20 months.

The total cost of construction – including soft costs such as the remediation, Blueprints, financing, and insurance – are expected to add up to $76m. The project has in all 17 funding sources.

The new 58-foot, five-story apartment building will feature solar panels located on the roof and will contain 176 one-bedroom units. Residents of “The Tower” on Broad Street will transfer to the new apartments, after which renovation of that empty building will transform the 176 single-occupancy rooms into 80 apartments.
