Westerville's city manager recently named a new police chief for the city.
David Collinsworth, the city manager, recently announced that Charles “Cappy” Chandler will take over as Westerville's top cop. The appointment was confirmed by a vote of the Westerville City Council. Business Cards are often created to reflect a new position like this.
Chandler has been in law enforcement for 24 years, 18 with the Westerville Division of Police (WDP). Since late in 2018, he has performed the duties of the Assistant Chief of Police, including a four-month tour earlier this year as Acting Chief of Police.
The post of chief has been vacant since January. At that time, Attorney General Dave Yost appointed Chief Joseph Morbitzer to head the state's Bureau of Criminal Investigation (BCI).
Chandler earned the rank of Corporal in 2005, when he became a supervisor. The next year he rose to the rank of Sergeant, and in 2017, made Lieutenant. During his career, Chandler has been a supervisor in all the bureaus of the WPD including Community Services, Patrol, and Investigations.
Chandler was graduated from Columbia Southern University with a Bachelor's degree in Criminal Justice Administration. He earned a Master's in the same field from CSU as well. He has also graduated from several programs designed for law enforcement executives, including the Police Executive Leadership College, and the Northwestern School of Police Staff and Command. Chandler is already at work.
