This year, the city, in partnership with Dreams for Change, will be providing supportive services and secure parking for homeless individuals and families.
Approved by a unanimous vote by City Council, a one-year agreement with the San Diego-based nonprofit Dreams for Change was negotiated. The location for the program will be near the Fire Mountain community at 1919 Apple Street, a site that is presently in escrow.
The choice of Dreams for Change by Oceanside was the result of the organization’s extensive experience with similar programs throughout San Diego County starting in 2010. The group has achieved a 30 to 35 percent housing stabilization rate, helping in excess of 6,100 individuals.
Banner printing services provide a less expensive and easier to erect means of identifying a location when compared to traditional signage.
The site will provide safe overnight parking, 7 pm to 7 am, for 25 to 35 vehicles, including small and large RVs. Also, onsite there will be bathrooms, showers, trash services, food and water. Available to program participants will be wraparound services such as workforce training, housing navigation, resource referrals and financial literacy.
Initiating the program will cost $229,368 which includes installing a security gate and fencing at the Apple Street site as well as making ADA accessibility upgrades, installing a mobile security system, debris removal, installation of streetlights and landscaping.
The program is scheduled to launch in February.
