Oceanside Council votes yes on $17 million

Two pending projects have taken a step on the road to completion with a unanimous vote by the Oceanside City Council for nearly $17 million.

The funds, which are to be taken from the Oceanside City general fund surplus, will go toward a new El Corazon community park and supplementary San Luis Rey River flood control measures. The city has enjoyed several years in a row of operating within its budget and has a healthy five-year financial forecast and anticipates a 2025-26 fiscal year surplus of $3.8 million.

Half of the surplus is to be used to create Park Site 1, an El Corazon property north of Oceanside Boulevard and east of El Camino Real. The approximately 17-acre property, once soil remediation has been completed, will contain picnic areas, restrooms, community ballfields, parking and more and is expected to have its design completed by this summer. The remediation is expected to commence later this year with construction expected to begin by the end of 2026.

The city requires that half of a general fund surplus be utilized for unfunded liabilities. Therefore $8.25 million of the surplus will be the matching funds for the completion of flood control project on the San Luis Rey River, which the U.S. Army Corps of Engineers has had in the works for decades.
