The remarkable thing about this vote is that it was unanimous, despite the fact that three of the voters are Republican and the other three are Democrats. Partisan disagreement usually causes the votes to be sidetracked.
The plan was almost stopped by Rep. Rick Gundrum who typed out a letter detailing why the WEC’s proposal should not proceed. Minor changes were made to the final version before being sent to the printer. Final versions of official documents tend to feature Letterheads.
Whether the mail was to be made forwardable was the only major point of contention. The WEC eventually decided not to make it forwardable in order to reduce the instances of fraud. Proponents of forwarding said that it would be necessary for people who might move during the summer.
Democratic Commissioner Mark Thomsen had the final say on the matter of forwarding the mailers, and said:
“I think we have spent so much more than is necessary. We agreed 6-0 to send it. We’ve agreed 6-0 to the letter. The assumption was that we don’t forward it, I move that we don’t forward it.”
