Union Village to use property taxes to pay for infrastructure

The Board of Trustees of Turtlecreek Township recently announced plans to use the property taxes from commercial and residential development in Union Village, a 1,400-acre development, to pay for necessary infrastructure in the development itself. Union Village carries a $445m price tag.

This month, the township sent letters to Warren County, the Lebanon City Schools, and the Warren County Career Center announcing it was planning to hold a meeting April 25. On that day, a decision will have to be made on how to set up tax districts to set aside the money to pay for the work. Last year, the Township, Otterbein, and the Lebanon City Schools agreed to split taxes and expenses on the project.

The plan the township is proposing suggests diverting 50% of the property taxes on the 4,500 houses that will be built at Union Township, and 100% of the taxes to be collected on commercial development, to the project for the next 30 years.

Otterbein Senior Lifestyle Choices owns the property, but has yet to reach an agreement with the Turtlecreek trustees. Otterbein has, however, agreed to donate some of the land in Union Village for use as a sports complex, once the tax sharing scheme has been developed. The Union Village project was approved in 2014, and setting up tax sharing districts will be an important step toward bringing it to fruition.
