The city council in Lebanon is considering whether or not to designate part of the city for outdoor drinking.
Ohio state law allows participating businesses to use plastic cups to serve alcoholic beverages, which patrons can enjoy while walking through a Designated Outdoor Refreshment Area (DORA). Cities close to Lebanon, including Hamilton, Middletown, and Mason, have already set up such areas, and Dayton is considering following suit. In order to encourage visitors to come to the city, Lebanon has spent funds improving access to city events such as festivals. These are frequently held downtown, on East Mulberry Street. Scott Brunka, the city manager, showed preliminary boundaries of the proposed district, which would include sections of West Mulberry and East Mulberry. The area Brunka delineated is already home to a number of businesses that serve alcoholic beverages, including the Golden Lamb Inn. Also in the area is the site of a proposed microbrewery, which will take over the premises of a former shoe factory.
In order to establish a DORA, the city has to petition Ohio. Once the petition is filed, there is a 30-day period for discussion. Local businesses on Mulberry are largely in favor of the creation of the district, as is the Chamber of Commerce and Main Street Lebanon. The subject will be discussed further by the council.
