The City Council of Winston-Salem has approved a $607.8m budget for the fiscal year 2023-2024. This is a decrease of 3.1% from the previous years, due to a significant decrease in capital expenditures.

This budget includes an amount of $2.1m over the budget that Lee Garrity, City Manager, previously sent to the City Council and Mayor Allen Jones. This amount includes a pay increase of $1.64 million for firefighters, supplemental pay of $214,000 for employees of the Winston-Salem Transit Authority for one time, $87,500 for community agencies, $20,000 for the Youth Advisory Council, and $100,000 for improvements to Bethabara Park.
The budget also includes pay increases for law enforcement officers and an increase to the minimum wage in the city to $15.45 per hour, effective January 1, 2024. To cover the pay increase for police officers, 50 vacant police positions will be eliminated. All employees of the city will also receive a merit increase of 6.5% and a supplement to their salary of up to $2,000 per employee.
The average residential customers will see a bimonthly increase of $6.86 to their utilities, as water and sewer rates will increase 7%. Property tax will also increase by 2.5 cents, the rate being set at 66.1 cents for every $100 of value.
