Grand list increase for Norwich

Officials of Norwich believe a new development has created a 1.7% or $31.5m increase in its grand list.

According to Donna Ralston, assessor, Norwich has had a large amount of development within the year, including in Taftville, West Main Street, and downtown. Real estate listings have grown 1.39%, or $21m, while taxes for personal property have increased by 7% (nearly $10m).

Part of the boost may be due to many entities failing to claim tax exempt status by the deadline, which comes up every four years. Ralston did not release the names of entities that missed the deadline because they had not been officially told by the city.

In addition, the city says there is a 0.37% or $712,128 increase in taxes for motor vehicles. Josh Pothier, comptroller to the city, said that at the present rate of 40.52 mills, an increase in the grand list would create more taxes for the General Fund totaling $1.276m.

The City Consolidation District holds around $7m of the increases, so $57,000 taxes for the CCD fire district are available. That number comes from the 8.22 mills present rate. The process to make appeals to the Board of Assessment will start soon, so the numbers may go down if taxpayers appeal the analysis.

If the city decides to give entities notice of their tax exempt status by mail, it may include one of the city's Letterheads.
