Lottery proposed to fund education and Medicaid

Alabama Senator Jim McClendon, who is from Springville, recently unveiled a new lottery proposal that would raise $427m a year, according to the Legislative Fiscal Office.

Senator McClendon introducde his plan at the special session beginning on August 15. McClendon’s proposal would generate $100m each year for public schools, and address the issues of the budget shortfall of Medicaid – one of $85m – that is anticipated for next year.

According to the Senator, a shortfall in the budget for Medicaid is a disaster that affects many people personally and should be solved now. In addition, he says his proposal would bring in funding that is very much needed for education in major cities in the state, including Montgomery.

An agreement would need to be negotiated by Governor Robert Bentley with the Poarch Creek Indians, so that electronic lottery terminals could be installed in Mobile and Birmingham, as well as in Macon and nearby Green counties.

A bond issue would be created based on revenue that is expected from the lottery, from which about $75m to $85m would go towards the Medicaid shortfall.

The proposal needs to be approved by August 24. If it is, Senator McClendon could then use a local Print company to Print Flyers and other materials on his proposal that can be distributed to the residents in Alabama, allowing them to vote on it in the general election in November.
