The unpleasant surprises city residents received as they drove through or near Memorial Road and Pennsylvania Avenue on Valentine’s Day is the beginning of a large project to construct a Texas turnaround for travelers on Memorial. Once completed the turnaround will make it possible to change from going one direction on Memorial Road to heading the opposite way without traveling through several lights and dealing with multiple lane changes.
Memorial’s westbound and eastbound left lanes will be closed, plus northbound Pennsylvania’s right lane. It is hoped that crews can avoid lane closures during the “rush hour” commutes.
The Oklahoma Department of Transportation’s Cody Boyd was quoted by KOCO as saying:
"However, you can expect that traffic may be backed up and the places you’re used to turning in might take you a little bit longer to get there."

Another inconvenience for travelers will be along the northside of Lake Hefner. Beginning on Valentine’s Day Lake Hefner Drive, will closed to all traffic, including bike and pedestrians so that cracks can be repaired and parts of the road repaved.
Lake Hefner Drive will remain closed through the end of March, and the Memorial and Pennsylvania closures will be in effect for four months.
