Youngstown will now regulate downtown parking

Parking lots and parking decks in downtown Youngstown will now be regulated by the city, after the city council approved the measure on September 16, 2015.

If the owner of a parking area has 100 or fewer spaces, he or she will pay an annual fee of $50, while if the owner has more than 100 spaces, the annual fee is $75. Parking garages would be subject to a $25 annual fee.

Council members had once considered charging twice that, but went with the lower amount since the idea is not to make money, but to have some sort of control over parking downtown.

The issue has been under discussion for some time. At first, owners were paying an annual fee of $1 per parking space, but the council opted for the $50 and $75 charges. In almost all cases, the fee structure means that owners of the parking areas would see their expenses go down. The change from the $1 per space rate to the new fees comes as a result of complaints by the owners, who found the original charges unfair.

Garages and parking lots will also be required to display the international symbol for parking, which is a white letter ā€˜P’ on a purple circle, along with Signs that show the parking rates.

City officials might work with a flyer printing company on a mailer for residents explaining the new regulations.
