Staff in the office of Bert Dawson, the county engineer for Columbiana County, opened bids recently from companies vying to get the job of replacing the Butcher Road bridge over Little Beaver Creek.
The bridge is in Salem Township, on a heavily-traveled back road that connects Salem and Leetonia. Six bids were made, the lowest of which came from Youngstown’s A.P. O’Horo, according to an article in the Salem News.
The O’Horo bid was $443,000, and the second lowest was $468,700 from Marucci & Gaffney Excavating, also of Youngstown. According to Ohio law, officials are required to accept the bid that is “lowest and best.”
To that end, Brad Bosley, a county staff engineer, will review all the bids to confirm that there is nothing amiss with any of them. Bosley says that if all goes well, the review should be complete and a final award made soon, after which the paperwork will be forwarded to the Ohio Public Works agency, since the bridge repair is a public works effort.
A box-beam, pre-stressed concrete bridge will replace the current structure, but the timing of the work is uncertain. If the contractor cannot finish the work before snow flies, he will not be allowed to tear down the bridge and keep the road closed all winter. Completion is set for May 31, 2019.
