In the Youngstown City Council chambers, Carl Davis was sworn in by Mayor Jamael Tito Brown as the city’s new police chief. The ceremony was only a formality; Davis has been chief since Mayor Brown appointed him.
Chief Davis expressed an interest in “connecting the dots,” such as bringing back Midnight Basketball and setting up town hall meetings. Quoted by Vindy.com, he explained:
“Right now, in the city, we’re fragmented.
“One group is here. One group is doing this. One group is doing that. But I would like to link the police department with the community, the churches.”

Among the actions Davis has already taken was to transfer Sharon Cole to internal affairs. She will be the first female in the department to work in that division. He also promoted Jose Morales Jr., a young officer, to organize a body camera program.
A veteran of the department, Davis was hired in 1986 as a patrol officer. He was later promoted to patrol supervisor before moving to internal affairs, where he has spent the last five years as a detective investigating property crimes.
