This plan has been sent to the Government and it covers a range of different policy areas. Among other things, it includes strategies for safeguarding the environment, increasing levels of employment, building new infrastructure and meeting housing needs. The last of those is a particularly important part of the plan, with the council proposing to construct close to 5,000 houses – many of which would be on the green belt.

Epsom and Ewell Borough Council collaborated with both stakeholders and people who live in the borough when putting together its Local Plan. There was a consultation process with the public that lasted for almost two years.
Peter O’Donovan from the council told BBC News that it was not possible to satisfy everyone. He then added:
“However, I believe it is a huge step forward for our borough and our communities, and if adopted, residents can enjoy the benefits that this strategic plan aims to deliver.”
