Cardiff council has unveiled its Plans to introduce a see-through bin bag policy, to help it monitor what households are throwing away.
By ditching the traditional black sacks in favour of clear plastic Bags, the local authority is hoping to be in a better position to improve recycling efficiency.
Those opposed to the initiative feel it could lead to inter-neighbour snooping or, more seriously, an increase in the number of identity theft cases.
The new campaign is being promoted as a way of re-educating members of the community and providing information to locals by highlighting the importance of recycling and detailing the most effective ways to do it. Printing companies in Cardiff could be called upon to provide informative Brochures listing what waste items can and cannot be recycled.
If the plans go ahead, the council’s waste awareness team would work closely with locals to provide support and information. It would also be ready to issue fines to those who go against recycling guidelines.
Cardiff council already has a weekly green-bag recycling scheme in place, along with food scrap collections and a special hygiene service for waste materials such as nappies.
The waste awareness team may well look at flyer printing in Cardiff as a way of making the potential new system easy to understand for confused homeowners.
If approved, it is hoped that the changes could see recycling rates increase from 52 per cent to 58 per cent by the end of 2015.
