The issue of whether or not to allow dogs in its city parks has been debated in Fairview Park for decades. Now, it appears the long-standing policy may be changing.
Eileen Ann Patton, Fairview Park's mayor, said that in her opinion, the change in policy, which has been in effect for 42 years, reflects a change in the public perception of dogs. She says that in the 1970s, when the law was passed, dogs were thought of as house pets, while today they are more often considered family members.
The issue came up in October and was tabled, but since then Patton saw a special event that led her to champion the measure. Third-graders from St. Angela Merici participated in a mock city council meeting where they debated issue. Patton says the kids had some great reasons for favoring the idea.
She also feels the time is right, and besides, many people already bring their dogs to the parks, not knowing there is a law against it. If they are told it is illegal for them to have the dog with them, most people leave immediately. Patton says she sees no reason why they cannot continue to bring their beloved pets, as long as the city adds some Signs, posts regulations, and makes it simple for people to clean up after the dogs. She hopes to see the law rescinded by Spring 2017.
