The one thing that the US Postal Service has not increased in many years is the minimum quantity to qualify for bulk mail rates which is just 200 pieces. It's kind of amazing because in today's sales economies, most all mail lists are substantially greater than that. Also, great news for non profits, the discounted rate is almost half again of the standard bulk mail rate.
