Supervisors from Riverside County have approved a contract to study the development impact fee program of the county, determine the amount that will be available in the future, and how to best spend that amount.
The contract for $354,000 was awarded to Willdan Financial Services, a professional service firm in Temecula. The firm will need to complete a “DIF Nexus Study” that will begin in 2020 and cover the next decade. Announcements such as this one are often made known to the public through flyer printing.
DIF fees are collected from projects in unincorporated communities by the county. These fees enable the county to construct apartment complexes, office buildings, homes, and other types of private facilities and can range from $1,000 to over $45,000 per acre or unit depending on the size and nature of the project.
The agreement with Willdan requires that the firm analyze the fee structure of the county and compare them to those of the communities in the area. The firm also is to examine whether these fees overlap with other fees. The focus of the study is to explore how the payment categories can be revised and the how to demarcate the different county service areas.
Up to six presentations will be made to the board, at which the public will be invited to provide feedback.
